Student sign-up uses WordPress’s own account system, so it needs to be turned on once.
Go to Settings, then General and tick Anyone can register.
If it’s off, your Register page shows “Registration is currently not available” instead of the form. Once it’s on, put the registration form on a page (the Setup panel does this for you) and link to it from your menu.
